 By-Laws and Rules for the Lancaster-Lebanon 

 5th and 6th grade Girls Travel League as adopted for 2010 - 2011

Article I.        Administration and Responsibilities

 

       The executive board will be made up of representatives from around the league and headed up by Gary Morinchin.

·         The executive board will be responsible for any and all rule changes for the league, scheduling, league format, playoff format, and officiating assignments.

·         The Executive Board shall strongly emphasize the objectives of the Lancaster - Lebanon 5th and 6th grade girls travel league, which include the importance of learning the game of basketball, while at the same time creating a fun and competitive atmosphere.

Article II.     Coaches Responsibilities

 

·         A coach or a representative of each participating team must attend the meeting at the beginning of the year. Failure by a team to attend will cost that team 1 home game in their upcoming season.

·         Coaches must stay seated during games. They may stand to cheer for a good play or to instruct a player who is substituting in or out. (Only exception would be in very small gyms with limited space).

·         All players, coaches, and observers must abide by the objectives mentioned above and project the ideas of good sportsmanship.

·         Coaches should make every effort to play every girl in at least one quarter of every game.

·         Winning team coach shall be responsible to email their game score to cerb42@comcast.net, as soon as possible, so that it can be posted on the website.

·         To maintain supervision of the crowd

(Any spectator being disrespectful or displaying inappropriate behavior may be asked to leave. Play will resume after the matter is taken care of. If that spectator refuses to leave, the game will be forfeited to the appropriate team.)

·         To provide a good example for the players.

·         To the conduct of the players on the bench at all times while under his/her supervision. Players should be respectful of the other team at all times.

        Coaches shall mark a new foul line 2 feet in front of existing foul line with tape for Division 2 games.

Article III.    Team responsibilities

·         Attend all meetings (Penalty for not attending as mentioned above).

·         Roster must be handed in before opening game.

·         Must supply gym dates within a reasonable amount of time before season to aid in scheduling.

·         Maintain supervision of gym crowd.

·         Try to make sure the home gym is opened at least fifteen minutes prior to game time.

·         Supply a clock operator and someone from each team to keep  a  scorebook (The home scorebook shall be the official book).

·         Each team is responsible for paying one official $30 each game. If only one official, each team shall pay that one official $25. (All officials in the playoffs are paid for by the league).

·         Each team will be required to pay a league entry fee of $125 per team.

             This will cover league costs, awards, and playoff officials.

 Article IV.     League Requirements and Player Eligibility

 

·         The Lancaster – Lebanon 5th and 6th grade girls travel basketball league will be comprised of two divisions (Division 1 and Division 2).

·         Any school with only one participating team will be placed in Division 1 (If that one team is comprised of all 5th and 4th graders, said team may play in Division 2).

·         Any team in which half of the roster is made up of 6th graders must play in Division 1.

·         If a school places more than one team in the travel league, at least one team must play in Division 1 (Unless all players are 5th and 4th grade).

·         Any school with both Division 1 and Division 2 teams may not place the same girl on both rosters (Nor can the same girl play for both teams).

·         Any girl on any team roster must play for the school district in which she resides or the school in which she attends (All girls on the roster must be the same).

Article V.      Division 1 & 2 Common Rules

 

·         Games are 4 quarters (7 minutes each).

 5 minute half-time whenever possible.

·         Overtime is 3 minutes and begins with a jump ball.

One 60 second timeout will be added to unused timeouts in    each overtime period.

·         Shooting 1 and 1 bonus free throws will begin on the 7th team foul of each half. 2 shot bonus free throws will begin on the 10th team foul of each half.

·         4 timeouts per game (2 – 60 second and 2 – 30 second).

·         Players foul out on 5th personal foul (Technical fouls count as personal as well as team fouls).

·         There will be no 3 pointers.

·         Teams must play man to man defense in the front court.

·         Teams may never trap or double team while in the front court. Double teaming may only occur in the key as a form of help defense.

·         If the lead is over 20 points in the 4th quarter, the clock will continue to run.  

If the lead goes back under 20 the clock shall still continue to run.

 (During this Mercy Rule, it shall only stop on injuries, free throws, and timeouts).

Article VI.      Division 1 Rules

·         May press in the 4th quarter, as well as any overtimes.

·         Can be man to man or zone press

·         Trapping is allowed in the backcourt only.

·         Winning team may only press if lead is less than 10 points

Article VII.                        Division 2 Rules

·         May press at the 4 minute mark of the 4th quarter, as well as any overtimes.

·         Must be man to man without any trapping.

·         Winning team may only press if lead is less than 10 points.

       Foul shots will be shot from foul line 2 feet in front of existing line (Players will be called for violation if going over that new line) .

     

     

Article VIII.                   Playoffs

 

·         All teams will make the playoffs in both Division 1 and Division 2.

·         All officials in the playoffs are paid for by the league.

·         Division 1 will have two levels of playoffs, each being single elimination.

The upper level playoffs will be called the NCAA.

The lower level playoffs will be called the NIT.

·         Division 2 will include all teams in one single elimination tournament.

·         Playoff structure will be determined each year by the executive committee.

·         If a school has a gym available for the playoffs, it may be considered as a site to host playoff games.

 

Article VX.       Coach / Player Suspension

·         Any fighting, swearing, or behavior felt to be inappropriate by coaches or players will result in that coach or player’s dismissal from the game or the season depending upon the level of misconduct. The league executive committee will review any situation and make a final decision as to the penalty.

·         Any coach or player receiving two technical fouls in 1 game will be ejected from the game.

·         If coach is ejected he must leave the gym and will be suspended from attending the next scheduled game.

·         If player is ejected, they will not be able to sit on the bench unless a parent is not available.

They too will be suspended from the next scheduled game.
